Barbara Mooney has been a dedicated member of the Community Action Network since 1986, serving in various capacities over the years. She is currently the Director of the Association of Nationally Certified ROMA Trainers and Implementers (ANCRT), where she oversees the training and certification program for ROMA Professionals. In addition to her leadership role, she provides extensive training and technical assistance to local agencies, state associations, and state offices, supporting their efforts to enhance program effectiveness and community impact.

Frederick Richmond is the Founder and President of The Center for Applied Management Practices (CAMP). He was formally trained and worked as a hospital administrator and served four years as an officer in the U.S. Public Health Service followed by a ten year appointment as the Director of Research, Evaluation and Analysis for the Pennsylvania Department of Public Welfare/Department of Human Services. Following state service, he became the first Director of Operations and Research for Pennsylvania Partnerships for Children and later Acting Executive Director where he was Pennsylvania’s first Kids Count Director and part of the team that created the Children’s Health Insurance Program (CHIP) which became the model for the current national program. In partnership with the Community Action Association of Pennsylvania, Fred co-founded the Virtual Outcomes College, the first results-based training program for all the CAAs in Pennsylvania and with funding from the Office of Community Services (OCS), the Virtual Outcomes College expanded and became the National ROMA Peer-to-Peer Training Program.

Kia is an independent consultant who provides expertise for local Community Action Agencies for Needs Assessments, Strategic Planning, and other performance management issues. She also assists the ROMA National Peer-to-Peer Training and Certification Project as part of the Implementer Review Team by providing portfolio reviews and assisting with trainer candidate presentations.
